PNG is 100% behind asylum deal: Rudd

PRIME Minister Kevin Rudd is certain he has 100 per cent support from the Papua New Guinea government for his tough new asylum seeker policy.

Mr Rudd was queried about the deal after PNG Prime Minister Peter O'Neill told Fairfax Media he had not agreed to settle all the asylum seekers who were found to be refugees after they are processed on Manus Island.

Mr O'Neill reportedly said Australia would need to take back a share of them.

"There is no agreement that all genuine refugees will be settled in PNG," he said.

The coalition and the Australian Greens seized on the report, saying it showed the deal was unravelling.

Opposition Leader Tony Abbott said Mr O'Neill had "flatly contradicted" Mr Rudd's claim about their asylum seeker deal.

"You just can't trust this prime minister," he said.

But Mr Rudd said the government of PNG confirmed its "100 per cent support" again on Saturday and he could "absolutely" guarantee that no person sent by a people smuggler on a boat to Australia without a visa would be settled in Australia.

He referred to a section of the agreement with PNG that says: "Persons found to be refugees will be resettled in Papua New Guinea and other participating regional states including Pacific island states."

"That's what we agreed to ... that has been confirmed as late as today," Mr Rudd told reporters in Adelaide.

Opposition immigration spokesman Scott Morrison had earlier called on Mr Rudd to "be honest" about the true nature of the deal with PNG.

"What we've seen is comical Kevin desperately denying what is increasingly obvious to everyone - that not only is this PNG arrangement unravelling but also his own campaign is unravelling," Mr Morrison said in Melbourne.

UN still feels impact of deadly Iraq blast

A MASSIVE Baghdad bombing a decade ago, termed "the 9/11 of the UN", killed 22 people and drove heightened security measures that ultimately limited interactions with ordinary Iraqis.

On August 19, 2003, a suicide bomber detonated an explosives-rigged truck next to the Canal Hotel, which housed United Nations offices, killing Brazilian UN envoy Sergio Vieira de Mello and 21 others.

At the scene of the attack - which made headlines around the world as one of the first such bombings in Iraq - little has changed over 10 years.

One corner of the hotel still looks like it was smashed by a giant hammer, the remains of floors jutting out from the building, rooms strewn with rubble and covered in dust.

Rusted metal reinforcing rods hang from the structure like vines that have long since withered and died, and a blue United Nations helmet still sits near the site of blast.

Marwan Ali was a political officer for the UN mission who escaped the attack because he went across the hall from the section of the building that was destroyed just before the blast.

The explosion threw him to the ground, but did not wound him.

"I was given a new life," said Ali, who is now the director of political affairs for the UN in Iraq.

Immediately "after the explosion, I went back to where my friend was, and then I found him dead, together with another colleague," said Ali, who worked to help those who survived.

"It is the 9/11 of the UN," Ali said.

"It has changed the whole security position."

Before the Canal Hotel bombing and another blast against the UN in September 2003, Ali said he was able to travel around Iraq in an unarmoured vehicle.

But after the attacks, many UN staffers were moved out of the country.

Most are now back in Iraq, but the UN headquarters is located in Baghdad's Green Zone - a highly secure area housing sensitive Iraqi government buildings and foreign embassies, which is difficult for most Iraqis to access.

The area is surrounded by concrete walls and defended by soldiers armed with weaponry ranging from assault rifles to US Abrams tanks, while the UN facilities inside are protected by more walls and guards.

And staff travelling outside the Green Zone are escorted by guards and ride in armoured vehicles.

The measures, especially the move to the Green Zone, have limited the UN's contact with Iraqi citizens.

"Our interaction with the Iraqis (has) become less," said Ali.

UN staff were able to maintain contact with Iraqi politicians and other figures, but "we more or less lost contact with the population," he said.

"The issue of movement is crucial for us," Ali said, as the UN needs "to interact and to get the real impression and to show visibility."

It is important for the "United Nations to be seen as helping - we are helping, but we are not seen by (the) public."

While increased security measures pose challenges, the UN is still active in Iraq and has staff around the country.

The mission works on issues ranging from Iraqi-Kuwaiti relations, elections and national reconciliation, to Syrian refugees and Iraqis forced to flee their homes by violence.

Salim Lone, the UN mission spokesman in 2003, is another survivor.

On the day of the blast, he would have been in a meeting in Vieira de Mello's office, but had to work on a statement in his office across the hall.

"That is what saved my life," said Lone, who was wounded in the neck by the explosion. "Except for one person, everyone died who was in that meeting."

"My office was completely ruined," he said. "There was smoke everywhere... you heard screams everywhere."

Lone did not renew his contract with the UN after the blast and returned home to his native Kenya, where he is writing a book.

The attack "made me a very closed person... and for many years, my memory was terrible," though this has improved, Lone said.

The United Nations has been targeted in other countries, but "the first really substantive attack against the UN" was at the Canal Hotel, said Ali.

The effects of that blast are felt to this day by both survivors and the UN as a whole.

Big name winners, losers, from ballot draw

THERE have been some high-profile winners, and losers, from the ballot paper draw for the federal election.

The Australian Electoral Commission on Friday conducted the draw for the September 7 poll, with candidates listed higher up likely to benefit from so-called donkey voting.

In Queensland, former Labor premier Peter Beattie's chances took a hit when he was drawn in third place for the seat of Forde, behind coalition incumbent Bert van Manen.

A field of 10 candidates will contest the marginal LNP seat, which Mr van Manen won with a 1.6 per cent margin at the 2010 election.

Across the border, the ballot was also negative for One Nation NSW senate candidate Pauline Hanson.

One Nation drew 44th spot on the NSW ballot, putting Ms Hansen in last position on the record list of 110 candidates.

Labor will appear 13th on the ballot paper, ahead of the Liberal and Nationals in 25th position.

The Pirate Party, The Wikileaks Party and the Sex Party also feature on the state's senate ballot.

Further south, The Greens had their chances of retaining Melbourne boosted with MP Adam Bandt appearing above his Labor rival on the ballot paper.

Mr Bandt drew the fifth position on the ballot, just above Labor candidate Cath Bowtell at number six on the list of 16 candidates.

In Tasmania, Independent MP Andrew Wilkie's bid to retain the marginal Tasmanian seat of Denison was also boosted.

Mr Wilkie, already favourite to win the seat, was drawn ahead of his major rivals Labor and the Greens at number two on the ballot paper, but behind the Liberals.

The independent's greatest threat, Labor's Jane Austin, will be listed ninth.

Greens South Australian senator Sarah Hanson-Young's chances of being returned took a blow, with independent senator Nick Xenophon deciding to preference the coalition over her.

Senator Xenophon will advise his supporters to put the Liberal or Labor parties ahead of the Greens, making it harder for Senator Hanson-Young to be returned.

Jade feels so lucky to have played Kylie

SAMANTHA Jade felt so lucky, lucky, lucky to have had the chance to portray Kylie Minogue in a TV miniseries.

Jade, who shot to fame as the first female X Factor winner, will perform on the Network Seven show's Around the World episode in Indonesia later this month.

But the singer has had a chance to flex her acting muscles as Michael Hutchence's love interest, Minogue, for Never Tear Us apart: The Untold Story of INXS, which is also a Seven production.

"I did watch every interview from her from back then and a little bit of her on Neighbours," Jade says.

The 26-year-old admits she is yet to watch the famed Scott and Charlene Neighbours wedding - the episode was broadcast in 1987, the year she was born.

"I was a bit young to have seen it, that kind of Kylie.

"I remember more Did It Again (from) the Impossible Princess."

But Jade - who bears more than a passing resemblance to Minogue - didn't take her role lightly.

"I was really, really scared because I'm a singer first so I was petrified that I wouldn't be able to do it," she says.

"But I'm really glad that it ended up being fine.

"Now that I've started (acting), I don't want to stop."

Jade is still working on the final three tracks for the record to follow her self-titled debut album.

"I've been writing a lot of ballads and ... a lot of club anthems so it's a bit of a mix.

"It's all very pop."

The first single Firestarter is already out and Jade expects to release two more singles before the whole album.

She will appear in Sydney next month for the Nickelodeon's Slimefest, along with Guy Sebastian and Justice Crew.

IAG airline group announces Airbus orders

INTERNATIONAL Airlines Group (IAG), parent of British Airways and Iberia, has announced firm orders and options for up to 220 Airbus A320 family shorthaul aircraft.

The London-based company said up to 120 of the orders were for Spanish subsidiary airline Vueling, enabling it to "replace some of its existing A320 fleet and expand its business".

The Vueling agreement is made up of 62 firm orders -- 30 A320ceo and 32 A320neo -- to be delivered between 2015 and 2020, and 58 options.

IAG has also secured 100 options for the A320neo, the family's latest model, which could be used by British Airways, Iberia or Vueling.

"Vueling has managed to successfully expand its business profitably by targeting both growth markets and those areas where weak competitors are reducing capacity," explained IAG chief executive, Willie Walsh.

IAG said it had negotiated "a very substantial discount" from the list prices, which are $US81.8 million ($A90.31 million) for the A320ceo and $US92.0 million for the A320neo.

Its shareholders will need to approve the firm orders at a meeting later this year.

TONY Abbott's description of the push to legalise same-sex marriage as "fashion" shows he's out of touch with modern Australia, Labor Party campaign spokeswoman and high profile gay mother Penny Wong says.

The opposition leader said on Wednesday he was not "someone who wants to see radical change based on the fashion on the moment", on the issue of gay marriage.

He later clarified his comment, saying it was not the "only important issue" facing Australia.

Senator Wong said Mr Abbott was out of touch.

"I think most Australians would agree equality isn't a fashion item," she told reporters in Melbourne.

"And the fact that Tony Abbott thinks like that really demonstrates that he's out of touch with the values of modern Australia."

Prime Minister Kevin Rudd has committed to introduce same-sex marriage legislation within 100 days of taking office.

Aust shares close higher

THE Australian share market has hit a three month high, with investors buoyed by positive local earnings performances potential stimulus measures in Japan.

Every sector of the market was higher, with the exception of utilities companies.

The health sector was the best performer, gaining nearly three per cent.

Expectations of a corporate tax cut by the Japanese government had boosted investor sentiment, as it comes on top of large share market gains there already this year, CMC Markets senior trader Ric Spooner said.

Good revenue and cost cutting performances from a range of companies, including JB Hi-Fi, Telstra, Rio Tinto and Resmed, had also helped the market, he said.

But many more companies are yet to report their financial results for the 2012/13 financial year, Mr Spooner warned.

"The third thing we've got is what is perceived as a reasonable risk of lower interest rates in Australia, which is driving people into equities and yields," he told AAP.

Medical services group Primary Health Care was among the best of the top 100 ASX stocks, adding 26 cents, or 5.2 per cent, to $5.29 ahead of its full year earnings result due for release on Wednesday.

Mining services company Bradken performed even better, with its shares gaining 65 cents, or 12.4 per cent, to $5.89 after it posted a fall in profit but flagged more job losses to cut costs.

Stronger iron ore prices helped boost the big miners, with BHP Billiton up 15 cents to $36.96, Rio Tinto up 79 cents to $62.62, while Fortescue Metals recovered from early losses to gain one cent to $4.32.

The banks also rose, with the big four adding between 0.3 per cent and 1.2 per cent in value.

One stock to fall was property developer Stockland, losing 11 cents to $3.70 after its profit fell almost 80 per cent due to weakness in the housing market and a major writedown.

* At the close on Tuesday, the benchmark S&P/ASX200 index was up 49 points, or 0.96 per cent, at 5,157.7.

Man charged over UK soldier death video

A 22-YEAR-OLD man has been charged with terror offences for allegedly making videos about the murder of soldier Lee Rigby, including one called "Muslim laughs at British Soldier killing".

Royal Barnes, from Hackney, east London, is accused of creating clips about the father-of-one's death, publishing a statement glorifying terrorism and inciting terrorism overseas.

He appeared at Westminster Magistrates' Court on Monday after being arrested on Friday with a 21-year-old woman, who is due in court on Tuesday.

A Scotland Yard spokesman says Barnes is charged with dissemination of terrorist publications for allegedly making a series of recordings about Fusilier Rigby's death and circulating them "with the intention, either directly or indirectly, of encouraging others into the commission, preparation or instigation of an act of terrorism".

He is also charged with encouraging an act of terrorism by publishing a statement that glorified the killing, and inciting terrorism overseas.

It is claimed that on June 12 he "incited another to commit an act of terrorism, wholly or partly outside the United Kingdom, and that act would, if committed in England and Wales, constitute an offence".

Fusilier Rigby was murdered as he returned to Woolwich barracks in southeast London on May 22, and hundreds of floral tributes were left near the scene.

It is alleged that the video entitled "Muslim laughs at British Soldier killing" features a man driving past the piles of flowers on Artillery Place and laughing about the murder.

Barnes will next appear at the Old Bailey on Friday.

Underperforming NSW teachers to face sack

PRINCIPALS will find it easier to call out bad teacher behaviour and act on it under a NSW government overhaul that will see underperforming teachers get the boot.

From next semester, principals will be given new powers to deal with teachers who fail to attend playground duty, are late for class, don't to turn up to parent teacher interviews or refuse instructions.

"We simply can't accept that kind of recalcitrant behaviour," NSW Education Minister Adrian Piccoli said.

The get-tough measure is part of a $150 million package of reforms to boost the quality of teaching in NSW, announced earlier this year.

The crackdown comes ahead of a fresh round of enterprise bargaining with teachers next month.

Department of Education director-general Michele Bruniges said it was about dealing with a small group of teachers who were repeat offenders.

"We need to be able to call it and deal with it," she said.

Mr Piccoli described it as "more like a private sector approach to performance management".

"Parents and teachers have made it very clear to me that they want teachers who are underperforming out of the system," he told reporters.

"It's going to be a fair process but a tougher process than what exists already."

Mr Piccoli said teachers who failed to live up to the standards set out in a new code of conduct could be sacked, demoted, fined or cautioned.

"There are a range of teachers who are underperforming," he said.

"Those teachers need to know there is a process in place and they face dismissal."

Mr Piccoli also announced a raft of scholarships worth up to $30,000, with the first ten teaching cadetships to be offered to high-achieving school leavers by the end of 2013.

"This is about making sure that we have the best teachers, particularly in the schools were we need them most," he said.

Announced earlier this year, teaching students will have to sit mandatory literacy and numeracy tests before being allowed into classrooms.

School leavers wanting to study at university will also need HSC band 5 results in a minimum of three subjects, one of which must be English.

Meanwhile, new pay arrangements mean salaries will be based on meeting standards rather than employment length.

B Hi-Fi has defied a difficult trading environment to lift sales and profit, and expects the trend to continue for the next 12 months.

The electronics retailer made a net profit of $116.4 million in the 2012/13 financial year, up more than 11 per cent on the previous year.

Chief executive Terry Smart said the profit growth was the result of stronger sales and improved margins.

JB Hi-Fi recorded sales growth of 5.8 per cent for the year, and sales were up more than 10 per cent in the second six months.

Sales are expected to grow by between six and eight per cent in the 2013/14 financial year, Mr Smart said.

"We have seen a good start to FY14 with the continuation of the positive comparable sales seen in the second half of FY13," he said in a statement.

"We see good growth opportunities ahead with a strong line up of new products planned for the first half of the year, growth from our new store roll out program and the expansion of the home appliance categories."

JB Hi-Fi had posted a strong result given the difficulties retailers face from subdued consumer sentiment and ongoing pressure to discount prices, Invast chief market analyst Peter Esho said.

"They really could have blown up this year but JB Hi-Fi is in a much better position than other retailers," he said.

"I can't fault it at all."

Low interest rates may have helped the company, but the sales growth experienced by the company shows the stores continued to lure customers in, Mr Esho said.

"Their sales line is growing at a pretty decent level which means they know what consumers want," he said.

Mr Esho said the company should benefit from the release of several new smart phones and tablets ver the next year, as well as the growing market for smart TVs.

Rail crossing offences up in NSW

NSW drivers continue to risk their lives rather than spend a few minutes waiting at rail crossings, police say.

Officers from the Traffic and Highway Patrol Command will join the Police Transport Command patrolling for drivers taking risks at level crossings and people trespassing around trains during Rail Safety Week, which begins on Monday.

Across NSW there are about 180 deaths every year involving people walking on train tracks or in rail corridors and taking risks at level crossings.

Police say 306 drivers were booked for level crossing offences over the last year, a nine per cent jump on 2011-12 figures.

"Motorists who queue across level crossings or who fail to stop when signalled to are putting themselves at risk of serious injury as well as breaking the law," Traffic and Highway Patrol Command Superintendent Bob Ryan said.

"The difference between waiting for a train to pass and thinking you can beat it may mean the loss of your life."

Police Transport Command Superintendent Darren Bennett said rail trespassers and vandals weren't just risking their own lives when they ventured onto tracks or into rail tunnels.

"The impact of a tragedy can be felt by train drivers and passengers for years to come," he said.

A motorist entering a level crossing against lights and bells can be fined $405 and lose three demerit points, while a driver who enters a level crossing when the road is blocked can be fined another $405 and three demerit points.

AIR New Zealand has forced a sacked flight attendant to hand over copies of her Facebook pages and bank accounts to show what she was doing when she claimed sick leave.

Gina Kensington was dismissed after she took sick leave in March to look after her sister.

She took her case to the Employment Relations Authority, where Air NZ asked to see her Facebook pages and bank accounts for the two days concerned.

Ms Kensington argued she shouldn't have to hand over the details as Air NZ didn't have them when it sacked her and there was an expectation of privacy about personal and financial information.

However, the ERA agreed she should supply copies, saying the details could be relevant.

Ms Kensington was forced to hand over the information but the court has not yet made a decision on whether she was fairly sacked.

The Facebook and bank account demand is a step further than that of the case of Gisborne man Bruce Taiapa.

Mr Taiapa was sacked by his employer when he took sick leave for a week but was seen in a photo on Facebook at a school canoeing carnival in Rotorua.

The ERA ruled the sacking was justified because the employer had a reasonable suspicion he wasn't ill.

POLICE have been dispatched to put down a riot at Greece's main migrant detention camp with detainees hurling stones at officers and setting fire to living quarters.

Local television footage on Saturday showed fires blazing at the Amygdaleza detention camp outside Athens, where about 1200 mainly Asian migrants are kept.

"We have 10 officers injured by stones and other objects thrown at them," a police spokesman told AFP.

"The detainees set fire to mattresses and their living quarters but riot police have been sent and the situation is calming down," he said.

Amygdaleza is one of several detention camps set up since last year to assist in the repatriation of thousands of undocumented migrants.

The police spokesman said rioting began when the detainees were told their maximum stay in the camp would be extended to 18 months from a year previously.

Rights groups charge that the migrants have been subjected to abuse in the camps and are denied proper healthcare.

Last week, leftist group KEERFA said Muslim detainees had been beaten by guards during prayers.

In July, the same group reported the death of an Afghan detainee from a pulmonary infection which his guards had allegedly ignored for months.

Greece is a major entry point into the European Union for migrants and refugees fleeing war-torn or impoverished countries in Africa, the Middle East and the Indian subcontinent.
